The project is financed under the Hellenic Plan for the Economic Reconstruction of the Balkans (HiPERB) Development Programme for Albania. The tender documentation and procedure reflects the bilateral agreement between the governments of Albania, and the Hellenic Republic and is in accordance, as required, with the general context of EC External Actions procedures.

6. Description of the contract
The 40.5 km section of this road from Saranda to Kranje, Kranje to Konispol (Qafe Bota) and Konispol to Sagiada, represents the road segment that connects the southern extremity of Albania with the rest of the country. This road-segment is part of the North - South corridor. As a consequence, the road serves to connect the small city of Saranda with the Custom’s post at Qafbota. The road traverses through mountainous, hilly and flat areas. There are some watercourses such as those of Bistrica, Pavllo and Kalase. At the crossing of these small rivers and watercourses bridges should be constructed. The size of these bridges should be in accordance with the design.

10. Legal basis
This Contract is to be financed under the Agreement on a Five Year Development Cooperation Programme 2002 – 2006 as this was subsequently extended to the year 2011, between the Government of the Hellenic Republic and the Government of the Republic of Albania.
