Goias State Highway Management Project (APL II)

The State of Goias has applied for financing in the amount of US$ 65 million equivalent from the World Bank toward the cost of the Goias State Highway Management Project (APL II), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:
. a highway rehabilitation component, aiming at (i) rehabilitating about 1,200 km of the state paved network, with road rehabilitation contracts remaining to be bid on around 500 km; (ii) designing a strategy to ensure all-weather access on the state non-paved network; and (iii) financing the implementation of such strategy, on a pilot basis;
. a highway paving component, to improve about 200 km of non-paved network, under existing contracts;
. a highway policy and institutional development component, aiming at: (i) developing the model and regulatory framework for inter-municipal bus transportation; (ii) concluding the modernization of the road administration’s information systems; and (iii) supporting the development of the road administration’s planning capacity through, inter alia, the undertaking of road condition and traffic level data collection;
. an environmental management component, aiming at: (i) increasing the efficiency of the state’s environmental system; (ii) further developing instruments and public policies to foster public and private sector participation in managing biodiversity and natural resources; (iii) defining more sustainable practices in private rural properties; and (iv) further consolidate the state’s protected areas; and
. a state reform component aiming at supporting: (i) the secretary of finance in strengthening its capacity for revenue collection and expenditure management; (ii) the secretary of planning, in updating the state’s long-term development strategy; and (iii) the state regulatory agency in consolidating its technical capacity.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, as well as in local newspapers of national circulation.

Prequalification will be required for most consulting assignments under the project.
