GENERAL PROCUREMENT NOTICE

NAME OF PROJECT : STATE GOVERANCE AND CAPACITY BUILDING PROJECT

The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of implementing State Governance and Capacity Building Project (SGCBP) in three pilot States namely, Bauchi, Cross River and Kaduna States. The overall objective of the project is to ensure good governance by way of promoting accountability and transparency in the utilization of public financial and human resources. It intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The Project is made up of two broad components namely: (A) Core Reforms which consist of the following subcomponents: (i) Public Finance Legislation, (ii) Budget Preparation, (iii) Accounting, Expenditure Control and Financial Reporting, (iv) External Audit, (v) Budget and Treasury management Information System (BATMIS), (iv) Due Process/Procurement Reform (vi) Human Resource Management and Staff Training Enhancement: (HRMIS) and (B) State Specific program which consists of (i) the Enhancement of Judiciary Service Delivery (Cross River State) (ii) the Modernization of the Management Development Institute (Cross River State); (iii) Modernizing Tax Payers Identification and Data Management System (Kaduna & Bauchi) and (iv) Support to the College of Administration and Business Studies (Bauchi).

Specifically, the procurement of goods, civil works and consultancy services will include: computer hard and soft wares, motor vehicles, office furniture, renovation of Management Development Institute (MDI), and Magistrate Courts. The consultancy services will be in the areas of Budget and Treasury Management Information System and Human Resources Management Information System, etc. which will be procured using the appropriate Consultants Selection methods.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004.
