7. Contract description: The programme 'Support for the improvement of
local governance', an EU-funded programme implemented by the Office of the
Minister of State for Administrative Reform (OMSAR), rests on the
participative approach and strategic planning in the process of local
development with the elected people of the local communities as well as
the civil society in 12 Lebanese municipal clusters that count around 208
municipalities.
This programme is composed of 3 essential components:
the creation of local development offices;
the development of decentralised cooperation with European local
communities; and
the technical assistance to municipalities.
The technical assistance (subject of this contract) to municipalities is
divided into 3 axes:
— the generalisation (vulgarisation) of the participative approach in 26
'cazas' through awareness, training, etc.,
— diversified consultation, given to the 12 municipal clusters, through
expert missions in different domains: urbanism, environment, ecotourism,
etc.,
— the creation of other municipal clusters (between 4 and 6) and the
elaboration of simplified local development plans emanating from the local
communities.
