INVITATION TO TENDER

OPEN INTERNATIONAL INVITATION TO TENDER No.048/AOIO/MINTP/CPM-TN/2007 OF MAY 09, 2008

DOUALA-BANGUI AND DOUALA-N’DJAMENA CORRIDORS TRANSPORT AND TRANSIT FACILITATION PROJECT

1. This invitation to tender is issued following this project’s General Tender Notice published in Development Business No. 704 of 16 June 2007.

2. The International Development Association (IDA) granted a loan in various currencies to the government of the Republic of Cameroon to finance the CEMAC regional transport facilitation project covering Cameroon, Central African Republic and Chad. Part of the loan is expected to be used to pay for the execution of the Mbéré-Ngaoundéré road (86 km) construction works.

3. The Ministry of Public Works (MINTP) therefore requests sealed bids from qualified tenderers for the execution of the said works, allied works and equipment as well as environmental measures related to it.

The works, whose tentative timeframe shall be twenty four months, may be summarised as follows:

A- The 86 km Mbéré-Ngaoundéré road section construction works, with a 7 m wide bituminous concrete carriageway and two double-surfaced shoulders of 1.5 m each. They shall also include the construction of at least 7 bridges of between 15 and 45 m long, a round-about and drainage structures. The works shall comprise about 1 100 000 m3 of cuts/backfills, 260 000 m3 of lateritic gravel sub-base, 168 000 m3 of crushed-rock base, 540 000 m2 of surface dressing, 611 000 m2 of bituminous concrete, safety equipment as well as environmental impact mitigating measures.

B- Allied works and equipment: (i) provision of an access road of about 8 km to a touristic site, (ii) construction of 1500 m of protective walls around schools, (iii) construction of 30 drying slaps for agricultural products.

Tenderers must submit a tender for the proposed technical option.

4. The Contract shall be awarded through an international invitation to tender (IIT) as laid down in the “Directives: award of contracts financed through IBRD and IDA loans”, and open to all tenderers from eligible countries as defined in the Directives.

6. Tender eligibility criteria have been defined under section IV (Evaluation and qualification criteria). No eligible tenderer shall benefit from any preference. See Tender documents for detailed information.

7. Interested tenderers may obtain the complete tender file in French, at the MINTP Department of General Affairs, Sub-Department of Contracts (General Inspectorate building) upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of one hundred thousand (100 000) CFA F. The said receipt must identify the payer as representing a contractor or (joint-venture) willing to participate in the tender.

8. Drafted in French, in quintuplicate (one original and four copies labelled as such), tenders shall be submitted against a receipt at the MINTP Department of General Affairs, Sub-Department of Contracts (Tenders Board Support Service), no later than 12/08/2008 at 10 a.m (local time). They shall bear the following:

“OPEN INTERNATIONAL INVITATION TO TENDER No.048/AOIO/MINTP/CPM-TN/2007 OF 09/05/2008 FOR THE MBERE – NGAOUNDERE ROAD CONSTRUCTION WORKS

To be opened only at the evaluation session.”

Any tender not submitted in time shall be rejected.

Tenders shall be opened on 12/08/2008 at 11 a.m (local time) at the Centre Provincial Delegation of Public Works-Yaounde, by the MINTP New Projects Tenders Board, in the presence of representatives of tenderers wishing to attend the opening session.

Tenders must include “a tender guarantee” of five hundred millions (500 000 000) CFA F or its equivalent in a convertible currency.
