INVITATION FOR BIDS
Subject: Mobile Phone Banking Project- Procurement of Information Systems (IFB No:
MPBP/G/1)

1. The Government of the Republic of Maldives has received a credit from the International Development Association (IDA) toward the cost of the Mobile Phone Banking Project, and it intends to apply part of the proceeds of this credit to Supply and Installation of Information Systems. IFB no: MPBP/G/1.

2. The Ministry of Finance and Treasury, on behalf of Maldives Monetary Authority (MMA) invites sealed bids from eligible Bidders for the design, development, integration and implementation of an Information System that addresses the business requirements defined in this IFB. The scope of the
information system is expected to encompass the following software applications, together with appropriate hardware and environmental software:
• A mobile payments system (MPS)
• An Automated Clearing House (ACH) system
• An ATM/EFTPOS switch system
• A Real-Time Gross Settlement (RTGS) System
• the system integration services required to integrating these components

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits: May 2004, Revised October 1, 2006, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

4. A complete set of Bidding Documents in English may be purchased by interested bidders on submission of a written application, from Tender Evaluation Section of Ministry of Finance and Treasury, from 16th May 2008 to 22nd July 2008 between 0830hrs to 1400hrs on all working days, upon payment of a non refundable fee. The non-refundable fee is US$100.00 if the document is collected by hand or sent by e-Mail. If a couriered version of the document is requested the nonrefundable fee is US$150.00, this will include the cost of the courier services. Additional set of documents may be purchased, each at the same price. The method of payment will be “crossed cheque” or wire transfer”. The Bidding Documents will be sent by courier mailing and electronic mailing.

5. Interested eligible bidders may obtain further information and inspect the Bidding Documents from the following address;

6. A pre-bid meeting will be held on 16th June 2008 at 10.00am Maldivian time at the Ministry of Finance and Treasury.

7. Bids shall be valid for a period of 90 days from the date of bid opening and shall be delivered to the Ministry of Finance and Treasury at the address specified above in Clause 5 of this Invitation for Bids, on or before 1200 hrs Maldivian time on 23rd July 2008, at which time they will be opened in the
presence of the Bidders who wish to attend. Electronics bidding will not be permitted and late bids will be rejected. This Invitation for Bid is also published in the Ministry of Finance and Treasury website www.finance.gov.mv and Maldives Monetary Authority’s Website www.mma.gov.mv
