SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Procurement of an Excise Movement and Control System and the Provision of
Support Services.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: Custom House in Valletta, Malta and MITTS Ltd in
Blata L-Bajda, Malta.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The object of
the contract will be the supply to the Department of Customs of a software
application, called the ‘Excise Movement Control System’ developed in line
with Decision 1153/2003/EC of the Council and the European Parliament and
all the functional and technical documentation published by the Commission
on the subject, inclusive of installation, implementation and support
services. Apart from the functionalities mentioned above the application
must be capable of being used also for internal national movements. All
details may be found in the tender dossier.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The provision, installation,
implementation and support services of the full EMCS capability, including
SEED V 1.0 and both FS1 (Functional Stage 1) and FS2 (Functional Stage 2)
requirements. The contract for each phase may be awarded separately.
II.2.2) Options: Yes.
Description of these options: Delivery of the system may be contracted
either on a stand-alone basis together with all hardware and software
requisite platform.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 48 (from the award of the contract).
