INVITATION FOR BIDS (IFB)

IFB No: FIMTAP/090/IPC/08/2006

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the Development Business magazine of 6th November, 2006; Issue no. 691.

2. The Government of Malawi has received a credit from the International Development Association toward the cost of the Financial Management, Transparency and Accountability Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for supply and delivery of various HRMIS Equipment.

3. The Secretary to the President and cabinet now invites sealed bids from eligible bidders for the supply of the following:

DESCRIPTION: Rack Implementation and storage Units

DELIVERY PERIOD: 12–16 Weeks

LOT NO 2
DESCRIPTION: Servers and UPSs
QTY: 6
DELIVERY PERIOD: 12–16 Weeks

LOT NO 3
DESCRIPTION: Personal Computers (complete with 1kva UPs)
QTY: 271
DELIVERY PERIOD: 12–16 Weeks

LOT NO 4
DESCRIPTION: Heavy Duty Dot Matrix Line Printers
QTY: 16
DELIVERY PERIOD: 12-16 weeks

LOT NO 5
DESCRIPTION: Communication Equipment (routers, switches, firewalls, DTUs etc.)

DESCRIPTION: Software and other accessories (Antivirus, DATs etc)

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Project Manager – FIMATP and inspect the bidding documents at the address given below at paragraph 8 from 08.00 to 12-00; 13.00 to 16.00 hours local time(Monday to Friday, except national public holidays).

6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below at paragraph 8 and upon payment of a nonrefundable fee of MK5,000 or US $35.00. The method of payment will be cash or certified bank cheque. Bidding document may be furnished by express courier services such as DHL or FEDEX to those that desire documents by this route upon payment of the flat fee of US$30 (United States Dollar thirty). The Secretary to the President and Cabinet, however, shall be under no obligation for late or non-delivery of the documents by the couriers.

7. Bids must be delivered to the address below at paragraph 8 at or before 15.00 hours local time, on 8th August, 2008. All bids must be accompanied by a bid security of not less than 2% of the bid amount. Late bids will be rejected. Bids will be opened in the presence of the bidders and/or their representatives who choose to attend in the Conference Room (second floor) at the address below at paragraph 8 at 15.00 hours local time and on 8th August, 2008.
