Notice of Emergent Bidding for Commissioning Project

1. Subject Matters of the Bidding

 A.Project title : Commissioning on building Integrated Management System land and maritime statistics

 B. Budget : 2.8 million won(VAT included)

C. Period : 6 months from the date of contract.

 D. Project presentation : none

 E. Due date for proposal submission : 5pm, June 30, 2008

 F. Place of submission : General Services Division, Ministry of Land, Transport and Maritime Affairs.

2. Qualifications for Bid Participation

  A. Those who are entitled to participate in the bidding under Article 12 of the Enforcement Decree of the Act on Contracts to Which the State is a Party and Article 14 of the Enforcement Rule of the said Act 

  B. Software operators(Computer related service business) registered according to Article 24 of the Software Industry Promotion Act and qualified under Article 12 of the Enforcement Decree of the Act on Contracts to Which the State is a Party

   Joint venture contract of allotment mode is permitted under Joint Venture Contract Guideline (established accounting rule of former Ministry of Finance and Economy), and is carried out according to the Joint Venture Agreement. 

   This is a project to which "The minimum budget set for the participation of a software operator, which is a large company" is applied in accordance with Chapter 2 of Article 24 of "Software Industry Promotion Act."

3. Selection of a Successful Bidder and signing of contract :Signing of contract upon negotiation(Technology + price =total score)

  A. Contracts are signed through negotiation processes after evaluating proposals under Article 43 and Chapter 2 of Article 43 of the Enforcement Decree of the Act on Contracts to Which the State is a Party.

     The procedures of negotiation shall follow "Standard for signing of contract through negotiation (established accounting rule of former Ministry of Finance and Economy)

  B. Companies that scored 85 points or more in the performance capability assessment will participate in the bid.

     The successful bidder will be decided upon negotiation in the oder of the highest total score (evaluation of technological capability(85)+ evaluation of bidding prices (15))

  C. Date and Place for contract negotiation

   Date : 15:00 July 3, 2008  (individual notice in case of any change)

    Place : General Services Division, Ministry of Land, Transport and Maritime Affairs.

4. Documents to be submitted

  A. Bid participation application, copy of business registration certificate (1 copy each)

  B. Certificate of the corporation's seal impression, report for using the corporation seal impression, Corporation register (1 copy each)

  C. Proposal and proposal summary (8 copies each, and 2 CDs)

  D. Price proposal (1 sealed copy) : including price calculation detail

  E. Joint Venture Agreement(allotment mode), Memorandum of Agreement (1 copy each)

  F. Business registration certificate, certificate of the corporation's seal impression, report for using the corporation seal impression, corporation register for each member of the joint venture (1 copy each)

   Bid bond is subject to the Article 37 and 38 of the Enforcement Decree of the Act on Contracts to which the State is a Party. 

5. Document Submission

  The proposal shall be submitted in person with necessary documents. Submission by mail is not accepted (The representative's seal must be given)

6. Nullification of the bidding

  Any bidding that applies to chapter 4 of Article 39 of the Enforcement Decree of the Act on Contracts to Which the State is a Party and Article 44 of the Enforcement Rule of the said Act  and Article 12 of the Bidding Guidelines

7. Others

A. Bidders should participate in the bid after fully understanding General Instructions on Bidding, General Conditions and Special Conditions for Contracts, Request for Proposal and other necessary details for the bidding under Article 41 of the Enforcement Rule of the Act on Contracts to Which the State is a Party.

 B. The successful bidder will be notified in writing, and the others will not receive any separate notice.

 C. The date and place of Proposal Presentation can be changed according to the conditions of the Ministry. In such case, individual notice will be issued to participating companies.

 D. Details on any major project performances should be attached with documentary evidence.(Please refer to the guideline of RFP annex 3)

   Any performance without evidence will not be recognized
