Invitation for Bids


1. This invitation for Bids follows the General Procurement Notice for this Project published in Development Business, issue no. 686 of September 16, 2006.

2. The Federal Republic of Nigeria has received a credit from the International Development Association of the World Bank toward the cost of the National Energy Development Project, and it intends to apply part of the proceeds toward payments under the contract for the Supply and installation of two (2) No. 60MVA, 132/33kV Mobile Substations, Bid No.T-11.

3. The Power Holding Company of Nigeria Plc now invites sealed bids from eligible and qualified bidders for the supply and delivery, including installation, of two (2) No. 60MVA, 132/33kV Mobile Substations, Bid No.T-11.

The latest delivery period is twelve (12) months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from address (1) below and inspect the Bidding Documents from 10:00 a.m. to 5:00 p.m. on week days Nigeria time starting from June 25, 2008.

6. Qualifications requirements include: Experience in the supply of mobile substations of similar size and complexity and an average annual electric power equipment turnover of not less than US$4.5 million or equivalent amount in freely convertible currency. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address (1) below and upon payment of a nonrefundable fee of fourteen thousand Naira (N14,000.00) or one hundred US Dollars (US$100.00). The method of payment will be Certified Bank Cheque in favour of PHCN. The Bidding Documents can be collected at the PHCN-PMU Office or sent by courier upon additional payment fourteen thousand Naira (N14,000.00) or in one hundred US Dollars (US$100.00) for Europe and West Africa and twenty-eight thousand naira (N28,000.00) or two hundred US Dollars (US$200.00) for all other countries as Demand Draft payable to the Manager, PMU, PHCN at Abuja not later than July 18, 2008 to cover the delivery. The Demand Draft should be accompanied by a letter head of the desirous party requesting for transmittal of the documents giving reference to the Bid No. and the title of the bid.

8. Bids must be delivered to the address (1) below at 12:30 p.m. on August 07, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address (1) below at 12:30 p.m. on August 07, 2008. All bids must be accompanied by a Bid Security of US$40,000.00 or an equivalent amount in a freely convertible currency.
