The Government of the Republic of Iraq has received a credit from the International Development Association (IDA) toward the cost of the Emergency Road Rehabilitation Project (ERRP), and it intends to apply part of the credit proceeds to payments under the contract for the audit of Part A of the Emergency Road Rehabilitation Project (ERRP).

Part A of the ERRP Project covers the seventeenth central and southern governorates. It is implemented by the State Corporation of Roads and Bridges (SCRB) through a Project Management Team (PMT).
The audit will be carried out in accordance with the International Standards on Auditing (ISA) issued by the International Federation of Accountants (IFAC) and having regard to relevant financing agreements and World Bank particular requirements, and should pay special attention to the following:

b) All the transactions related to the Part A of the project are reflected in the PFS issued on cash basis with provision for accrued payments;

c) Goods and services financed have been procured in accordance with the relevant Financing Agreement;

d) Goods and works physically exist and recorded in the fixed assets register with variances identified and explained, through a year-end physical count and visits to construction sites;

f) Eligibility of expenditures claimed under Statement of Expenditures (or reimbursements less than US$20,000) submitted to the World Bank for replenishment. This is in addition to substantiation of these expenditures.
