Selection of an individual Planning Specialist for Directorate of Planning in National Roads Administration – Mozambique

Under the Integrated Program of Roads Sector (PRISE), the Government of Mozambique intends to use part of the available funds to apply towards to the cost of the services of the Planning Specialist Contract for Directorate of Planning in National Roads Administration.
The National Roads Administration - ANE now invites all eligible and qualified applicants to submit sealed proposals for an individual position of Planning Specialist.

Location and Duration
Maputo with travel to the provinces, 1 Post Full time for 2 years

Objectives
The principal objective of this post is to work together with the heads of Road Network Management and Planning & Budget Departments of the Directorate of Planning and advise the Director of Planning on strengthening the office and increasing capacity aiming to make significant road planning and sustainability of the infrastructure.

Reporting
Director of Planning.

Functions
 Provide guidance on the coordination of the Roads 3 Program on annual and multi-annual perspectives, with particular attention to project viability, foreign and domestic forecasting of financial needs, scheduling and budgeting;
 Provide assistance on updating of the ANE's quarterly, semi-annual and annual maintenance program;
 Assist on the periodic updating of the road sector Investment Plan and multi-annual budget;
 Assist in the development of Phase 3 of the Roads 3 Program and preparation of all project documents (project implementation plans, procurement plans, and disbursement plans);
 Assist in managing the IRMS. These duties include:
- Determine, recommend and implement effective data collection systems required for effective planning of the network, and coordinate data collection activities necessary for efficient application of the IRMS, including annual traffic counting, road condition surveys, and highway inventory updates;
- Coordinate the operation of the IRMS including, road network definitions, road and bridge inventory and condition surveys;
- Assist ANE to incorporate into the IRMS not only specific information for planning purposes but also a more general management information system;

 Assist DIPLA staff in the development of planning tools suitable for use on provincial road networks.
 Assist ANE's engineers in the application of the recommendations of the Design Standards to the various road categories.
 Promote the training and professional development of the ANE staff in effective road sector planning techniques and procedures;
 Assist ANE staff responsible for vehicle load monitoring and road safety activities in the implementation and effective monitoring of programs in their fields;
 Liaise with Directorate of Maintenance in acquiring road inventory data for use in road planning;
 Work with the Planning Directorate staff on road monitoring activities using appropriate indicators;
 Conduct research on acquiring state-of-the-art road planning tools and practices.

Qualifications
The Planning Specialist shall have a broad background in transport sector management, planning, and implementation. The candidate should have proven managerial ability in the context of a heterogeneous team leadership comprising consultants, experts and local staff. He/she should demonstrate proven capability to perform efficiently and effectively in a highly demanding and fluid working environment, and the ability to meet tight deadlines. Excellent written and spoken communication skills are also essential. He/she should be or become thoroughly familiar with the Roads-3 project, with the effective functioning of a modem roads agency. Specific desirable qualifications include:
 Civil Engineer, Transport Economist, or Transport Planner with at least 15 years relevant experience in transport infrastructure or road sector planning;
 Familiarity with advanced transport infrastructure planning tools and techniques, including the use of project management software, highway management software (MMS, PMS, etc.), detailed knowledge on HDM-4, RED and other appropriate methodologies for use on low-volume roads;
 Good background in data collection, analysis and data management for the road sector;
 Ability to find creative solutions to problems of a technical, institutional and financial nature within the current Mozambican financial and capacity constraints;
 Must be a self-starter, comfortable working with all levels of senior management and junior staff, with ability to mentor, coach and train staff;
 High level of computer literacy, especially including Excel and Microsoft Word, project planning and management software;
 Fluency in English is required and a good working knowledge of Portuguese (speaking, reading and writing) is strongly desirable.

The tender will be conducted in accordance with the international bidding procedures defined by IDA - World Bank and is open to all applicants from eligible countries. The Consultant will be selected based on a Quality method.

Submission
Applicant should submit the following documents:
 CV demonstrating relevant experience;
 Photocopies of academic and Professional qualification;
 Contact details of two referees;
 Evidence of previous salary.

Expenditure and Social Charges
This will be a fixed monthly sum of $ 2,500.00 comprising:
 Transport both vehicle and relocation, repatriation and annual holidays
 Accommodation
 Social charges such as; medical and disability insurance; pension
 Education for dependants.

Salary
This will be a fixed monthly sum to be determined by the applicant and will be considered to cover the sum of; any shortfall or surplus (to be defined) in the Expenditure and Social Charges, charges amount defined above (D.1) plus the basic salary component.

Selection Criterie
Applications will be assessed through the following these criterie:
 Academic Qualification;
 Previous relevant experience;
 Knowledge of road sector and administrative system in developing countries;
 Proficience in English. Portuguese is advantageous

Proposals must be valid for a period of 120 days after the date of submission and the applications, hard and/or electronic version must be received by ANE at the address below before 15:00 hours on the 01st August 2008. Late proposals will not be considered.
