1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Business Development Magazine issued on May 7, 2008.
2. The MINISTRY OF CULTURE AND EDUCATION has received a credit from the International Development Association toward the cost of Higher Education Project - 1, and it intends to apply part of the proceeds of this credit to payments under the Contract for MEC – 01/HEP/CPEDL/CW/08, Construction of a Amphitheatre at the Provincial Distance Education Center in Lichinga - Niassa.

3. The MINISTRY OF CULTURE AND EDUCATION now invites sealed bids from eligible and qualified bidders for Construction of a Amphitheatre at the Provincial Distance Education Center in Lichinga - Niassa – Phase 2 - Niassa. The delivery/construction period is 7 (seven) months.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 08:00hrs am to 15:30hrs pm local time.

6. Qualifications requirements include: (a) The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): Executed with good performance three similar contracts (size of construction and value) in last 3 years. (b) Availability of liquid assets and/or credit facilities for an amount equal or greater than $ 300,000.

7. A margin of domestic for eligible national contractors/joint ventures shall be applied.

8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address given in paragraph 5 and upon payment of a non refundable fee of USD 100 ( One hundred American Dollars). The method of payment will be cash. On request the Bidding Documents will be sent by international courier Services at bidder’s cost. All bidders purchasing the bid documents will be given the CD with the Bills of Quantities as part of the bid documents package.

9. Bids must be delivered to the address given in paragraph 5, at or before August 21st , 2008 at 09.30 am Maputo Time. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address given in paragraph 5 on 30 minutes after the deadline for submission of bids August 21st, 2008 at 10:00 a.m. Maputo Time.

10. A pre-bid meeting will take place in the address given below, on July24th, 2008 at 10:00 a.m. Maputo Time.
