REQUEST FOR EXPRESSION OF INTEREST

PROJECT TITLE: CEMAC ZONE TRANSPORT AND TRANSIT FACILITATION PROJECT
(Loan No 4337-CM)

1. This request for expression of interest follows from the general contract notice for this project, published in Development Business No 704 of 16 June 2007.

2. The Government of the Republic of Camerooon and the International Development Association (IDA) have concluded a Loan Agreement in various currencies for the financing of the above-mentioned project. Moreover, the Government of Cameroon benefits from financial support within the framework of the French Cooperation project “Transparency, Efficacity, Rigour in the management of Cameroon public finances”. Part of the funds from both sources will be used to effect payments under the following contract : “Services of a computer engineering firm for the development, for the Directorate General of Customs of Cameroon, of a software for custom clearance operations risk analysis in Cameroon, including clearance for goods on transit to neighbouring countries.”

3. The services to be rendered shalll comprise the following :

Phase 1:
A. An appraisal of the existing computer environment into which shall be integrated the risk analysis software;
B. Funnctional study of the software;
C. Definition of an architecture and specifications of risque management solutions for the Directorate General of Customs allowing the use of the so-called freeware;
D. Proposal of a solution for bringing indicators, already developed under the SQL, into the envisaged pateform.

Phase 2:
E. Development and putting into use of selected software solutions;
F. Trials prior to provisional acceptance;
G. Development of training tools.

Ownership of various technologies used is a serious constraint of the project. The service provider will be incharge of the technical aspect of the project and execute serives in close collaboration with the computer analysts and customs officers placed ar his disposal by the Directorate General of Customs.

4. Phase 1 is estimated to last two months, and phase 2 six months.

5. On behalf of the Directorate General of Customs, the Minister for Public Works hereby invites eligible firms to express their interest in rendering the services defined above. Interested consultants should provide information attesting to their qualification to render such services (brochures, references relating to the execution of similar projects, experiences under similar conditions, availability of skilled staff, etc). They may get together in order to complement their respective skills.

6. One firm will be selected in accordance with the procedures set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (updated in October 2006).

7. The launching of the invitation to tender for the study is envisaged for the last quarter of 2008.
