REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO UNDERTAKE DESIGN AND SUPERVISION FOR THE LABORATORIES FOR DISTRICTS UNDER THE SWAP PROGRAMME

1.0 Introduction

The Government of Malawi has received funding from SWAp Pool Donors toward the cost of implementing a six Year Programme of Work (POW) for the Health SWAp. The Government intends to apply a portion of the funds to eligible payments under contract, for consultancy services for design and supervision of district laboratories.

District Laboratories Project was a component of the Emergency Medical Laboratory Services (EMLS) Project initially funded by DFID but now under SWAP Programme. The project was started in seven districts namely: Lilongwe, Kasungu, Rumphi, Nkhatabay, Mwanza, Mangochi and Mchinji districts, and is intended to be expanded to other districts in the country.

2.0 Objectives of the Assignment

The objective of the assignment is to undertake site survey of the sites and use standard developed laboratory designs already being used by the Ministry of Health to provide this service in these hospitals.

3.0 Scope of Work

The Consultancy assignment shall comprise providing professional architectural, quantity surveying and engineering services at about 24 District Hospitals, CHAM hospitals and a selected number of large or busy Health Centres throughout the Country.

4.0 Qualification of Consultants

Consultants shall be firms with a good track record and experience in providing professional architectural, quantity surveying and engineering services. The successful consultants must have demonstrable experience in working with Government funded projects.

5.0 Request for Expression of Interest

The Ministry of Health invites Expressions of Interest from qualified firms for the above assignments. The firm must provide documentary evidence that they are qualified to undertake the assignment which shall include:

List of at least three similar assignments in the past five years.

At least three references of past clients for the three years.

Evidence of registration with relevant professional bodies of International recognition for Consultants from outside Malawi and with professional bodies for those within Malawi.

Ministry of Health will evaluate expressions of interest and up to six qualified firms will be invited to submit technical and financial proposals. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised Octber 2006) edition).

Sealed Expression of Interest clearly marked “Expression of Interest to Undertake a Design and Supervision for Laboratories for Districts" should be submitted to the address below on or before 17:00 hours local time on 21st July, 2008.
