INVITATION FOR EXPRESSION OF INTEREST
FOR INDIVIDUAL CONSULTANTS

Consulting service for: Procurement Specialist
The Government of Mozambique’s (GoM) second Poverty Reduction Support Strategy (PARPA II) placed the private sector as the main engine for investment, growth, and employment. Realizing the vision set out in the PARPA II entails improving the business environment, stimulating exports, promoting growth in sectors where Mozambique has a comparative advantage, and targeting small and medium enterprises (SMEs), which generate the greatest number of jobs. To that end, the Ministry of Industry and Commerce (MIC) requested World Bank support for a new PSD operation which will assist in the business environment reform efforts, in implementing the strategy to deal with greater international and regional competition, and in strengthening the small business sector. The proposed Mozambique Competitiveness and Private Sector Development project goal will be to improve the business environment and enhance the competitiveness of targeted SMEs. As part of the preparation work for the proposed Project, the GoM requested a Project Preparation Facility (PPF) to finance the specialized studies, consultancy work, and capacity building activities necessary to design the Project and prepare for implementation.

1. THE CONSULTANCY SPECIFIC OBJECTIVES

A Procurement Specialist will be hired to take full responsibility for procurement under the Project Preparation Facility. This will include three primary areas of responsibility:

(i) Designing and establishing the procurement function, including the staffing structure, functional allocations, linkages with other departments, training and mentoring, and design of procedures and development of manuals for procurement;

(ii) Providing on the-job-training, mentoring, and coaching to MIC’s procurement unit (UGEA) on World Bank procurement policies, procedures, and guidelines.

(iii) Carrying out procurement activities including, among other things, the preparation and consolidation of the procurement plans, preparation of bidding documents and RFP’s, facilitation of obtaining required necessary clearances, preparation of advertisements, responding to bidders' clarifications on advertised contracts and playing a central role in the evaluation of bids and proposals, and contract management.


2. PROCUREMENT SPECIALIST’S SCOPE OF ACTIVITIES

a) Using the World Bank’s Standard Bidding Documents, prepare project’s customized Bidding Documents and Request for Proposals (RFP). This should include standardized Forms to be used for International and National Competitive Bidding and Shopping Methods;
b) Establish a Procurement Tracking System for monitoring of the Project procurement activities;
c) Prepare and update the Project’s Procurement Plan covering at least the next 18 months;
d) Prepare the General Procurement Notices (GPN), and Specific Procurement Notices (SPN), and Expression of Interests (EOI) when required;
e) Establish a register of qualified suppliers and consultants and periodically update per project advertisements and consultant’s request of expressions of interest;
f) Review the Terms of Reference and Specifications for the Procurement activities, for their completeness;
g) Initiate the procurement process, and participate in the preparation of the short lists and evaluation reports, when necessary;
h) Coordinate the response to the inquires, and communicate the results of the evaluation process to the bidders/consultants;
i) Coordinate the preparation of Bidding Documents and RFPs and issue the documents to the respective bidders and consultants;
j) In cases of procurement actions requiring IDA “No Objection”, coordinate the submission of procurement documents to IDA, monitor IDA response time on issuing “No Objections” at different levels of the procurement process and follow-up accordingly;
k) Monitor and ensure timely responses to procurement questions raised by the World Bank;
l) Follow-up with the short listed consultants within 10 days of RFP issuance to ensure their participation in the selection process;
m) Participate in constitution of the Evaluation Committees and assume the role of the Committee’s secretary in recording the minutes of the meetings;
n) Prepare the minutes of the Evaluation Committee meetings, and request for “No Objection” letters;
o) Coordinate arrangements for the negotiation process, where necessary;
p) Prepare the final contracts, and ensure timely distribution of all relevant procurement and contract documents;
q) Ensure timely receipt of the Goods and consultant’s monthly status reports;
r) Establish a performance monitoring database for all suppliers and consultants, and ensure timely updates of the system;
s) Establish a central procurement filing system, and ensure all related documents are included in the respective files;
t) Provide on the job training for UGEA staff on Word Bank procurement policies, procedures, and guidelines
u) Prepare and maintain a procurement manual that will detail the procurement procedures applicable under the project. The procurement manual should detail the record keeping system.

3. DURATION OF ASSIGNMENT

The assignment is expected to last the period of the project preparation facility (expected up to one year) which may be renewable for a further year on the basis of satisfactory performance.

4. QUALIFICATIONS

The Procurement Specialist should have demonstrated solid procurement experience and knowledge of procedures applicable to multi- or bi-lateral financing.
