Axle Load Control System (Design and Implementation support)

This request for expressions of interest follows the general procurement notice for the Road Sector Program Support Project that appeared in Development Business, Issue No. 703 of 31 May 2007.

The Government of the Republic of Moldova has received a credit in the amount of US$ 16 million equivalent from the International Development Association (IDA) towards the cost of the Moldova Road Sector Program Support Project and it intends to apply the credit proceeds to payments for consulting services for the introduction of axle load control system.

The objective of the services is to design and implement an axle load control system for the protection of the Moldovan road system by reducing truck overloading on public roads. This shall include, besides the general design of the system, the examination of the existing legal framework and, if necessary, proposal of appropriate modifications thereto to cover this activity. These measures should be put in place in consultation with major road users such as truckers associations and factories which are sources of heavy cargo (cement, crashed stone and steel etc.). In addition, in order to avoid that the axle load control system becomes a source of corruption, specific anticorruption measures shall be designed and implemented. The consultant shall provide support in the procurement of equipment and the implementation of the system.

The State Road Administration now invites eligible consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 1, 2006).

Expressions of interest must be delivered to the address below by July 31, 2008. Electronic submissions by e-mail are acceptable.
