1. The Federal Democratic Republic of Ethiopia has received credit from the International Development Association toward the cost of Public Sector Capacity Building Program (PSCAP) Support Project and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply and Delivery of IT and Network Equipments with Accessories.

2, The Ministry of Capacity Building - Public Sector Capacity Building Program Support Project (PSCAP)now invites sealed bids from eligible and qualified bidders for Supply and Delivery Of IT and Network Equipments with Accessories. Bidders must Bid for all the items and quantities specified in each lot. Bidders have the options to bid for one or more lots.

NB: Detailed list of items along with quantities are specified in the Bidding Document.
3. Bidding will be conducted through the International Competitive Bidding (ICB) and governed by procedures and rules specified in the World Bank’s Guidelines (May 2004 edition): Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.
4. Interested eligible bidders may obtain further information from Procurement and Finance Process, Ministry of Capacity Building and Inspect the Bidding Documents at the address given below from 9:00 to 12:00 a.m. and from 2:00 to 5:00 p.m. (Local time) Monday to Friday.
5. A complete set of Bidding Documents in English Language may be purchased by interested bidders as of June 30, 2008 on the submission of a written Application to the address below and upon payment of a non refundable fee of Birr 300.00 (Birr Three Hundred Only) or an equivalent amount in a freely convertible currency. The method of payment will be Cash or Cashier Check
6. The Bidding document will be sent by first class mail for overseas bidders who send a Crossed Bank Draft of Birr 450.00(Birr Four Hundred Fifty Only) or USD 45.00(USD Forty five only) or an equivalent amount in a freely convertible currency in addition to the price of the document to the address given below. However, The Ministry of Capacity Building will not take any responsibility for a late /non delivery of the bidding documents sent by mail. No extension in bid submission date is permitted on this account.
7. Bids must be delivered to the address below at or before 10:00 a. m. (Local time) on August 15, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders or their representatives who choose to attend in person at 10:30a.m. (Local time) on August 15, 2008.

8. All bids must be accompanied by a Bid Security amount of 2% of the offered bid price.
