1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 720 of 16 February 2008 and was posted online 17 January 2008.

2. The Royal Government of Cambodia has received an IDA Credit 3747-KH and a Grant H326-KH from International Development Association toward the cost of Rural Investment & Local Governance Project (RILGP) and it intends to apply part of the proceeds of this credit and this grant to payments under the Contract for the supply of Goods under ICB Reference Number: CAKH107

3. The Royal Government of Cambodia, represented by the Ministry of Economy and Finance, has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia. The Crown Agents, acting for and on behalf of the National Committee for Management of Decentralization and Deconcentration Reform (NCCD Program Support Team) of the Rural Investment & Local Governance Project (RILGP) now invites sealed bids from eligible bidders for the supply of 373 Motorcycles, 100-125 cc..

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

6. Qualifications requirements include: Bidder’s legal status, financial capability, technical capacity and experience, delivery schedule, compliance with the technical specifications and applicable standards, operating and maintenance costs and compliance with international product safety and quality standards. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below in paragraph 9 (1) and upon payment of a non refundable fee of United States Dollars 70. The method of payment will be in either in cash, cashier’s cheque or direct deposit to Account Number: 800-03-2-26072-7, Attn. Crown Agents - Procurement Agent Bidding Activities, Cambodian Commercial Bank, 26 Monivong Blvd., Sangkat Phsar, Thmei II, Khan Daun Penh, Phnom Penh, Cambodia.

The Bidding Documents will be sent by airmail for overseas delivery and courier for local delivery or may be collected in person, at the discretion of the bidder.

8. Bids must be delivered to the address mentioned below in paragraph 9 (1) at or before 14:30 hours 8 August 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address given below in paragraph 9 (2), at 14:30 hours on 8 August 2008. All bids must be accompanied by a Bid Security of US Dollars 9,000 (nine thousand United States Dollars) or an equivalent amount in a freely convertible currency.
