CONSULTING SERVICES for
CONSTRUCTION SUPERVISION

PORTO ROMANO HOTSPOT SITE REMEDIATION

Expressions of Interest


The Government of Albania has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments under contract for Porto Romano Hotspot Site Remediation as part of the overall proposed Integrated Coastal Zone Management and Clean-up Project supported by the World Bank, with the overall objective to protect Albania’s coastal ecosystems, resources and cultural assets and to promote their sustainable development and management.

The objective of the Porto Romano Hotspot Remediation component is to improve environmental conditions along Albania’s coast by reducing pollution at Porto Romano/Durrës Industrial “hot spot” of soil and water and significantly reduce human and environmental health hazards of the neighbouring population groups. The selected remedial action at the Porto Romano contaminated site intends to control: (i) the public health risk through direct contact or incidental ingestion or inhalation of contaminated soils; (ii) potential long term risk to groundwater from residual constituents in the soils; and (iii) potential long-term risks associated with surface water runoff.

The main objective of this consultancy assignment is the supervision of the remediation works of Porto Romano Hotspot Site Remediation including control with compliance with detailed design, construction timing and costs, quality of construction, monitoring, inspection and reporting activities.
The services for Construction Supervision Activities preparing the Porto Romano Hotspot Site Remediation will include:
i. Verification of the landfill design;
ii. Technical assistance for the procurement of the construction works;
iii. Verification and approval of the quality of works carried out by the Remediation Contractor;
iv. Verification and approval of civil works performed and reports produced by the Remediation Contractor;
v. Health, Safety and Environmental monitoring; and
vi. Reporting

The construction supervision activities are anticipated to be executed between October 2008 and October 2009; this period includes the initial activities of the consultant providing technical assistance to the Ministry with regard to the Procurement Process for the Remediation Works; . The consultant will report to the Ministry of Environment, Forests and Water Administration. The reports will be shared with the Project Co-ordination Unit (PCU) for the Integrated Coastal Zone Management and Clean-up Project under the Ministry of Public Works, Transport and Telecommunications (MoPWTT).

Qualifications and Skills
The team of key experts is expected to include at least

1. Team Leader, Clean-up/remediation specialist, with international experience in remediation/clean-up/landfill projects – 15 years experience;
2. Deputy Team Leader, Resident Site Engineer experienced in civil engineering projects and Albanian regulations– 10 years experience;
3. Civil Engineer/construction engineer/costs estimation specialist, 10 years of international experience in landfill/remediation design;
4. Health and Safety Specialist/Environmental Engineer with general work experience of 10 years. Experience in supervision and organization of environmental monitoring when conducting clean-ups of areas polluted with hazardous materials (soil, (ground)water and material sampling) and experience in Health and Safety and Environmental Supervision.

The firm should have experience in the implementation of soil remediation and clean up projects, landfill construction with clay liners, soil and groundwater sampling and analysis, institutional development, and remediation technologies. Familiarity with the World Bank Safeguard policies, as well as other related guidelines and procedures is a preferred qualification.
Eligible consultants are invited to express their interest in providing the above describes services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of 15 most relevant and similar assignments, experience in similar conditions, CV’s demonstrating appropriate skills among staff etc.). Consultants may associate to enhance their qualifications. In any case the consultants will need to clearly indicate the type of association among them (sub-consultancy or Joint Venture).
The selection shall be on the basis of Quality and Cost-Based Selection (QCBS). The Borrower shall select six firms with the most appropriate qualifications and references, out of those providing expressions of interest; and invite them to submit technical and financial proposals. Consulting services will be selected in accordance with the World Bank’s Guidelines (May 2004): Selection and Employment of Consultants by World Bank Borrowers.
