Expressions of interest

The Federal Democratic Republic of Ethiopia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Credit”) toward the cost of Public Sector Capacity Building Project (PSCAP). The Borrower intends to apply a portion of the funds to eligible payments under the contract for - THE SECOND CORRUPTION SURVEY PROJECT

The aim of the second corruption survey project is to support the on going anti-corruption
endeavor of the Federal and Regional governments by identifying and analyzing the changes and new incidences revealed after the introduction of the first survey and highlights directions to pursue in combating corruption. It also assists to measure the intensity and areas of corrupt practices and builds the capacity of Federal and Regional Anti-Corruption institutions in formulating anti corruption policies and strategies.

This consultancy service requires the consultant firm to:

 Identify the trend and status of corruption after the introduction of the first survey
 Identify sectors and institutions most affected by corruption.
 Examine the state of transparency and accountability of public institutions and officials in carrying out their activities.
 Assess the level of community participation in combating corruption.
 The consultant firm needs to have an appropriate mix of professionals, such as economist, statistician, management expert, sociologist, lawyer, accountant, information technologist.

The Ministry of Capacity Building now invites eligible consulting Firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 1, 2006.

2:00-5:00 p.m. (Local Time) during working days.


The expression of interest must be delivered to the address below not later than July 31, 2008 up to 5:30 p.m. (Local Time).
