Expressions of Interest

The Ministry of Higher Education has received financing from the World Bank toward the cost of the Grant No. H162-AF and intends to apply part of the proceeds for consultant services of Sector Strategy Advisor.

The Strengthening Higher Education Program (SHEP) is one of the Afghanistan government’s major national priority programs managed by the Ministry of Higher Education (MOHE). The development objective of the program is to progressively restore basic operational performance at a group of core universities in Afghanistan. This will provide an institutional base for an agenda focusing on tertiary education development, capacity building and reform. The program is envisaged to be the first-phase in a longer-term strategy for higher education development in Afghanistan. Moreover, it aims to act as a catalyst in attracting various resources to Afghan tertiary education with a long-term development framework.

The Ministry of Higher Education requires strategic guidance and technical assistance to initiatives in Higher Educational reform being undertaken in Afghanistan. The MOHE requires the consultant to establish strategic direction for the sector taking into account issues of autonomy, legal framework, civil service reform, rationalization and fiscal sustainability. The Sector Strategy Advisor will be expected to work in this context.

Scope of Work
The Sector Strategy Advisor will report directly to the Minister/Deputy Minister of Academic Affairs and will be placed within the larger MOHE structure.

His/her scope of work and outputs would be the following:
• Provide strategic guidance and technical assistance to initiatives in Higher Educational reform being undertaken by the MOHE. As part of this, the Advisor’s first task would be to develop the Higher Education Sub Sector Strategy. Earlier drafts of this strategy exist and the work would entail piecing together and updating what already exists and developing a strategic direction for the sector taking into account issues of autonomy, legal framework, civil service reform, rationalization and fiscal sustainability etc. The Advisor should once the strategy is completed, organize and lead consultation workshops within the Ministry, with universities and other stakeholders in the sub sector.

• Lead donor coordination and identify possible sources of funding for MOHE programs that are mapped out in the sector strategy. Develop a donor coordination plan for the MOHE which includes monitoring of donor activities within a set framework.

• Identify needs for research (for policy or programming purposes) and oversee partner institutions in undertaking research activities, situation analyses and preparation of research reports and papers.

• Provide guidance and technical assistance in the development of overall capacity-building initiatives at MOHE especially with relevant line directors and provincial universities.

• Provide just in time advice to the Minister and Deputy Minister of Higher Education and his senior staff on the strategy development initiatives in the Ministry of Higher Education and other relevant immediate and strategic issues that may arise having to do with the entrance examinations, enhancing the education quality, the Higher Education Law and putting in place quality assurance mechanisms.

Reporting Requirements

The Sector Strategy Advisor will report directly to the Minister and Deputy Minister of Academic Affairs. He/She will within the first six weeks of joining the MOHE, develop a six month work plan in agreement with the Minister and Deputy Minister. A progress report will have to be submitted every two months with clearly delineated outputs (as mapped out in the work plan) and copies of all work completed and all data collected.

Implementation period

One Year (2months Probationary), extendable for further periods of a year at a time

Location

The Sector Strategy Advisor will be based at Kabul, Afghanistan.

The Strengthening Higher Education Program (SHEP) now invites eligible consultants to indicate their interest in providing the services. Interested eligible candidates must provide information indicating that they are qualified to perform the services and are invited to submit their Curriculum Vitae (CV), including employment records, description of similar assignments, experience in similar conditions, and availability of appropriate skills.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
