The Government of the Federal Democratic Republic of Ethiopia has received a credit from the World Bank towards the cost of Ethiopian-Nile Irrigation and Drainage project, and intends to apply part of the proceeds of the credit for consultant services.

The overall objective of the project is to contribute to rural income growth through increase in area irrigated and effectiveness of existing irrigated area through investments that are cost effective, environmentally and socially sound, and beneficial to the rural poor.

Based on a previous announcement, consultancy service for identification of 100,000 hectares irrigation and drainage projects available in the Ethiopian-Nile River Basin is finalized. Out of the 100,000 hectares, Feasibility Study and Detail Design preparation is underway for about 20,000 hectares. And preparation for the Feasibility Study for the rest 80,000 hectares is also underway. Besides these, the Government of Ethiopia, by using its own resources, is undertaking a number of preparations and implementations of irrigation and drainage projects.

The World Bank has agreed to support the Government of Ethiopia (GoE), among other things, in the preparation of regulation for the existing and newly coming Agricultural Water Users Associations (AWUAs).

The overall objective of the current assignment is to assist the GoE in the definition and the adoption of the legal framework for the establishment of Agricultural Water Users Associations for sustainable development and management of irrigation and drainage infrastructure.

The legal framework will include at least three sets of legal instruments namely:
 An enabling law,
 By laws of the AWUAs, and the
 Formats of agreements/contracts between the AWUAs and other parties. The parties could be public authorities on water related issues and/or any other organization (public, non-governmental or private) and or the members of the associations.

The total duration allocated for the service will be about 4 months.

The Ministry of Water Resources now invites competent consulting firms to indicate their interest in providing the above services. Interested Consultants must provide information indicating their professional capability and experience to perform the services, such information should include (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, Revised October 2006.
